He is currently assistant deputy minister, safety and security. He also served as executive director of the Transportation Safety Board of Canada from 2006 to 2009.
McDonald holds a Master of Business Administration from the University of Ottawa and a Bachelor of Applied Science in Civil Engineering from the University of Waterloo. He has been licensed to practise professional engineering in Ontario since 1984.
